Who let the goat out?  Ethan is creating employment opportunities for teenagers.  By letting the goat out, he is creating employement opportunities for young people to run after the goat, catch it, and place it back in the pen. If there were no loose goats, there would be fewer jobs for teenagers.  This is also  referred to as the rural economic stimulus plan.
